With over three decades of dedicated public service, Robert F. Walters, Jr. is a highly accomplished and results-oriented leader with an extensive background in public housing administration, fiscal management, and community development. Having recently retired in April 2025 after a distinguished career, including 22 years as Executive Director of the City of Oneida Housing Authority, Walters brings a wealth of experience in overseeing multi-million-dollar budgets, optimizing operations, and fostering strong relationships with stakeholders and government agencies.
Throughout his career, Walters has consistently demonstrated exceptional fiscal stewardship, successfully managing and strategically allocating budgets of up to $1.5 million annually (in Oneida) and $1.2 million during his tenure as Director of Maintenance for the Utica Municipal Housing Authority. His leadership at the Oneida Housing Authority earned the prestigious "High Performer" designation by the U.S. Department of Housing and Urban Development (HUD) for nine consecutive years, a testament to his sustained excellence in operational and financial management. He also spearheaded critical Capital Improvement Planning, significantly enhancing infrastructure and improving living conditions for residents. A standout achievement includes spearheading the development, securing funding, and overseeing the completion of the $16.5 million Jason Gwilt Memorial Senior Apartments in Verona Beach, establishing a new model for senior living facilities complete with an on-site senior center.
